Add User in Windows 10 Home, Run netplwiz, Then Raise the User to Administrator

To Add a Local Account in netplwiz

1. Press the Win+R keys to open Run, type netplwiz into Run, and click/tap on OK to open it.2. Check the Users must enter a user name and password to use this computer box, and click/tap on the Add button. (see screenshot below)
