Windows Won’t Shutdown Keeps Going to Login Screen, Even Shutdown /s /f /t 0 Won’t Work

This is how I fixed it:

  1. Go to Control Panel
  2. Power options
  3. Choose what the power buttons do
  4. Change settings that are currently unavailable
  5. UNCHECK Turn on Fast Startup (recommended)

Starts up slower but it will definitely shutdown, Microsoft did an update that somehow affected the fast startup function.  surely they will fix it soon, as I had several clients call me about this already.
